| Afghan Children On The Streets |
WASHINGTON - August 13, 2002. Over 38,000 children are homeless and living on the streets of Kabul, reports the Los Angeles Times.
At the same time, preliminary results of a government study show 2.6 million children enrolled in grades one through six, a sharge rise from the previous year and a result in much higher than expected refugee returns.
But the United Nations has had to cut back on aid to eduction because the tide of refugees has made relief aid - food and health assistance - a high priority, said Maki Shinohara, spokeswoman for the Office of the U.N. High Commissioner for Refugees.
Many of the countries that promised millions of dollars in humanitarian aid at the January international conference in Tokyo have failed to deliver so far, she said, forcing budget cutbacks. One-third of pledged food aid, or $90 million, has failed to materialize, and aid officials in Afghanistan bitterly criticize the European Union and Japan for falling back on their pledges. U.N. housing assistance has also been cut. |
