Three dozen US civilian Agency for International Development disaster-relief specialists will be deployed with US military units in Kuwait and Jordan. They will be ready to take over key institutions once the military secures them. The plan will be led by retired Army General Jay M. Garner, now the head of the Pentagon's Office of Reconstruction and Humanitarian Assistance.
The team includes US civilans and retired military operatives. The plan is to take over Iraq's vital institutions and safeguard the Iraqi citizens' lives. Along with US-trained Iraqi exiles, the team will serve as a de facto interim government.
